Tran "Kirk" Van Kirk

Tran "Kirk" Van Kirk is proud to call East Ocean View home and is honored to serve on the East Ocean View Civic League's Board of Directors. Kirk has a professional background spanning government work, including decades of public service as a Tennessee Law Enforcement Officer, Multimedia Communications Professional, and Emergency Management Communications. He is currently a Communications professional with the Virginia Department of Emergency Management.  Kirk holds a Bachelor's degree in Photojournalism from Austin Peay State University. Kirk's passion is story telling through film and he is a multi-award winning documentary film maker.  He has dedicated much of his career and passion to helping people prepare for challenges and telling stories that inspire positive change.

Kirk serves on the EOVCL board because he believes strong neighborhoods are built through relationships, volunteerism, and shared purpose. He enjoys working alongside fellow residents to strengthen community connections, support local initiatives, and help ensure East Ocean View remains one of Norfolk's most welcoming and desirable places to live.
