Keith Warren

Keith Warren is a Virginia-licensed attorney with over 25 years of experience as a senior leader at global financial institutions.  Currently, Keith serves as the Chief Risk and Compliance Officer at PRA Group, where he leads enterprise risk management, regulatory compliance, governance, and government relations. Keith is a trusted leader focused on driving integrity, accountability, and sustainable growth.

In addition to his professional role, Keith is engaged in civic and community leadership. He serves on the Economic Development Authority for the City of Norfolk, where he helps oversee efforts to attract investment, strengthen local businesses, and promote long-term economic vitality. He also serves on the Board of Directors for United Way of South Hampton Roads, supporting initiatives that advance education, financial stability, and health across the region.

A resident of the East Beach community, Keith is passionate about the continued growth and revitalization of Ocean View and the broader coastal area. He is committed to enhancing quality of life through thoughtful development, expanded dining and retail options, and initiatives that promote safety and community engagement. Keith joined the EOV Civic League Board to help foster a vibrant, thriving, growing, safe, family-friendly community in East Ocean View.

 

Keith and his wife, Lauren, are the proud parents of five children who have all recently graduated college (Go Hokies times two; Go Tigers; Go Heels; Go Cats) and share their home with two awesome pups. Keith is a graduate of Syracuse University (Go Orange) with a law degree from the University of Richmond (Go Spiders).  He loves getting outdoors, playing sports, and being on or in the water.
